It's a neon polish and dries quickly to a matte finish as neons do. The formula is very liquid, almost watery, but intensely pigmented and provides excellent coverage. Two careful coats produces a evenly opaque surface. I could have probably used a third for more complete uniformity as I can see a couple of bare-ish patches on my middle finger nails. If I were to wear this as a full manicure I would definitely add another coat but since I am going to layer over it I stuck with two.
I am using a new dedicated basecoat over my Seche Rebuild called Nail Foundation by Butter London. It is a nude-tinted translucent ridge filling basecoat and I like it so much I think I'll dedicate a post to it in the future. It does an excellent job of laying down a track for the proceeding polish to follow, which is especially helpful when you have a runny polish like Dream On that wants to go everywhere it shouldn't.
Photos show two coats of Dream On over my base duo of Seche Rebuild and Nail Foundation. I've taken pics of Dream On both with its natural matte finish and with a topcoat of Seche Vite so that you can see the two looks.
A note about the photos: my camera SUCKS at purples. It's like it just doesn't see purple. "Purple? What is this purple that you speak of?" Purples will show up as pink if they are red-leaning and if they are blue-leaning, aka violet, they'll show up as blue. Thus the Dream On photos appear here as hot pink when it's actually a purple/magenta. For example, here's the bottle shot my camera took of Dream On:

Using my Sinful Colors Dream On manicure a base I layered Hare Polish Party Palace over it. Party Palace is a jelly polish from Nikole's Spring 2013 Last Queen of France collection. It is described as a "bright fuchsia jelly with small hot orange hexes, white squares, fuchsia micro-glitter and blue shimmer.” It is exuberantly feminine on the nail. I love the white confetti-like glitters and the blue shimmer that glows from beneath the layers of polish. Wearing it feels like I have a fabulous party favor on every finger nail.
I showed Party Palace to John, who said: "Mmmm, tasty" a la Homer Simpson. Apparently it reminds him of a jelly filled donut. I think that means he likes it.
Party Palace is beautifully formulated. The application consistency is soft, liquid and inclusive of all components. I had a few tiny glitter stacks that were easily dispersed with a gentle swoosh. I applied two coats of Party Palace over the above manicure. This polish dries naturally to a semi-matte finish and I used one coat of Seche Vite for evenness and gloss.
Once again the color is not quite right in my photos. In real life Party Palace is darker, more intense and more purple than the pictures show. But you'll get the idea....

This is such a beautifully composed polish! And all the parts work so well together, the different glitter types and ratios to one another and to the base, the translucence of the base color and the depth brought to it by the fuchsia microglitter and the abundant blue shimmer -- love that blue shimmer bigtime! In person, Party Palace is much darker and more dramatic that what you see here, and the overall feel is effusive but edgy too, and slightly dangerous.
I'm going to have to dig out my other camera, the Nikon, and see if it can do purple better than the Canon. My purples need more accurate representation!
